The study funds are being expended to develop mitigation recommendations/measures to
reduce future flood damages.

Study Description

The Arkansas River Study is being conducted cooperatively by the Colorado Water Conservation
Board (CWCB) with assistance from the U.S. Army Corps of Engineers (Corps), Albuquerque
District. The study area has been divided into two (2) reaches. The Lower Reach extends from John
Martin Reservoir (JMR) downstream to the Colorado/Kansas stateline. The Upper Reach extends
from the Otero/Pueblo County line downstream to JMR. After receiving funding from the Colorado
General Assembly, two public meetings were held by the CWCB in August 1996 to solicit input
from flood-impacted Arkansas Valley residents. Input from residents was solicited regarding how
the study process should proceed. Additionally, residents provided information about I) problems,
which were caused by the flood event, and 2) possible solutions to future flood impacts. This input
was incorporated into the study initiative.

The study is being conducted in two phases. Phase I focuses on the Lower Reach and began August
12, 1996 and was scheduled to be completed August 12, 1997.
