Flood Anticipation, Forecasting and Preparation

Preseltt Action:

The CWCB chairs the IS-member Flood Task Force. The Task Force was created to
address the statewide flood threat potential in 1995 when a heavy snowpack and late
snowfalls made the threat of snowmelt flooding very high. It has proven to be an
extremely effective means for assessing flood threat potential and distributing useful
infonnalion to flood threatened areas and individuals. The Task Force conducts monthly
meetings from May through July. The flood threat infonnation is obtained from federal
and state agency experts. In addition, the CWCB has contracted for technical services
from Henz Meteorological Services for the preparation of long-range weather forecasts
which are no longer provided by the National Weather Service.

The Task Force meeting written summaries, entitled Outlooks, are compiled and
presented in hard copy and electronic fonnat on the CWCB Flood Page.

The Board staff has secured limited funding from other CWCB accounts.

FonnaJ acknowledgement that this is an ongoing staff activity supplemented with annual
funding.

ProlJosed Fundillf!:

Establish an annual account within the CWCB's five percent (5%) ofthe construction
fund dedicated to flood projects. Estimated annual budget: $10,000.

· Fonnalization of a programmatic approach to providing a concise assessment of flood
threat potential.

· Utilization of a federal/state team of experts for developing and providing accurate
flood forecast data.

· Improved access to meaningful and useful flood threat and forecast infonnation.
