<br />874 <br /> <br />fight them until they solve problems that exist between us <br />but which have never been presented to them. <br /> <br />I <br /> <br />Governor McNichols again stated that the Governors <br />of the Upper Basin States will support projects of each State <br />and they will agree on priorities. That the purpose of their <br />meetings has been to work out agreements which each of the <br />four Upper Basin States can approve and then agree on the <br />construction of projects after authorization. He said that <br />it was necessary that everyone be reasonable on these matters <br />and study them thoroughly to get the facts. <br /> <br />Mr. Eakes again reiterated that the most important <br />point to his people was the authorizing legislation. Mr. <br />Peterson asked if it would be possible to ask New Mexico to <br />delay their request for authorization for one year, to which <br />the Governor replied he did not believe that would be a good <br />idea. He said that immediately after Colorado's comments go <br />in, he would appoint a commissioner and ask Governor Mechem <br />to appoint a commissioner and get them started on these pro- <br />blems at once. Mr. Lew Williams said he thought that if the <br />San Juan~Chama was authorized there would be little or no <br />chance of getting the Animas-La Plata, O'Neal Park, or Dulce <br />projects authorized. Mr. Sparks said that at this time Colo- <br />rado could not give the green light to the San Juan-Chama; <br />that the problem was how to word the letter. He read a pro- <br />posed statement as did both Dean Crawford and Mr. Barnard <br />covering the subject of conflicts. <br /> <br />MR. MOSES: <br /> <br />"I am going to ask the Committee on <br />Comments to get together immediately and <br />with whatever help the Governor wishes <br />to give them, see if by 1:30 they can't <br />come up with the proper language. Unless <br />there is some objection, we will recess <br />until 1:30 P. M." <br /> <br />The meeting reconvened at 1:45 P. M. and was called <br />to order by Vice-Chairman Moses. Governor McNichols and Mr. <br />Whitten were not in attendance at the afternoon session. <br /> <br />MR. MOSES: <br /> <br />"The meeting will come to order.
