~

'.

Corps of Engineers Section 22 Assistance - If Section 22 funding were available, it is possible
that some or all of the Severance Tax funding could be combined with the Section 22 funding.
Should the Fountain Creek Watershed Forum wish to consider the possibility of Section 22
funding, the CWCB could contact the Corps of Engineers to find out the likelihood of any
assistance in the near future. The Watershed Forum, the CWCB, and the Corps of Engineers
could then discuss details of what technical assistance was most appropriate.

.

'Roles for the CW€B

In the past the CWCB has adjusted its workload priorities to address post-flood recovery and
mitigation needs. For example, the CWCB provided technical assistance in other watersheds
following flood events:

. Rio Grande-1985, 1986, 1987
. Roaring Fork and Fryingpan Rivers - 1995
. North Fork of the Gunnison River - 1995
. South Platte River - 1995
. Arkansas River - 1995, 1999'
. Elk River - 1997 .
. Pawnee Creek - 1997

There is, therefore, precedent for the CWCB to become actively invol-~ed in a watershed that has
experienced significant damage following a major flood event. Once again there are requests for
assistance in the Fountain Creek watershed, this time as a result of the most significant flooding
in a few decades. The Board may consider the followirig options for involvement in the Fountain
Creek watershed:

Option 1- The CWCB should, if asked by the Fountain Creek Watershed Forum,
assume a significant role in the provision of technical assistance for the Fountain
Creek watershed, much like its role in watersheds where multi-objective studies
are being performed or have been performed;

Option 2 - The CWCB should assume a limited role in the provision of technical
assistance for the Fountain Creek watershed, only attending meetings and
providing limited coordination in the expenditure of the $50,000 in Severance Tax
funding, if that funding is approved;

.

6
