<br />, <br /> <br />. <br /> <br />and to tie those new analyses to the analyses that have already been conducted for Monument <br />Creek and Fountain Creek upstream of the confluence in Colorado Springs. Since the Corps of <br />Engineers expects to have a preliminary version of its hydrologic review ready in the late winter <br />or early spring of 2000, the decision about further and more detailed hydrologic work could be <br />made before the Severance Tax funds would become available on July 1,2000. <br /> <br />GIS Work - Interest has been expressed in preparing some GIS work on the Fountain Creek <br />watershed. The CWCB would want to see the funding used to build on existing GIS resources, <br />presumably in the hands of local governments. For example, the City of Colorado Springs has <br />an extensive GIS already in place to which layers of information pertinent to Fountain Creek <br />could be added, That system could be used as a platform to add appropriate Fountain Creek <br />information. This could include mapped information such as: <br /> <br />· areas prone to erosion (with degrees of the severity of the erosion risk indicated), <br />. soils information, , <br />. vegetation information, <br />· locations of irrigation structures, <br />· locations of damaged facilities, <br />· locations of vulnerable facilities, <br />· projected changes in basin land use patterns, and <br />· information about public access to the creek. <br /> <br />. The same kind of information could be provided on other local GIS' besides the one for the City <br />of Colorado Springs. <br /> <br />There would be a need for some kind of GIS coordination between the various local systems. <br />Such coordination would ensure that users of Fountain Creek GIS information could easily and <br />smoothly move up and down the watershed, in an electronic sense. One possible option would <br />be the adoption of intergovernmental Memoranda of Understanding (MOU's) regarding GIS, to <br />assure that a comprehensive and cohesive electronic mapping effort is possible. <br /> <br />The GIS work would be designed to allow both educational and decision-making capabilities, <br />The ability to project specific flood and erosion scenarios, to explain relationships between <br />certain human and natural events and floods that come after them and to test certain mitigation <br />strategies would all be greatly enhanced. The public and local officials could be informed about <br />regional flood and erosion patterns. Decision-making could be tested on a hypothetical basis <br />prior to actual implementation. <br /> <br />. <br /> <br />5 <br />
