<br />, ",.,." <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />January 17, 2005 <br /> <br />Colorado Water Conservation Board <br />1313 Sherman Street, Room 721 <br />Denver, CO 80203 <br /> <br />Re: Recommended Instream Flows Division 7 and Division 4, 2005 <br /> <br />Dear Board: <br />The San Juan Citizens Alliance would like to support tht: staff recommendations for additions <br />to the Instream Plow Protection Program in Division 4 and in Division 7. It is our impression <br />that in general the staffhas taken a careful and conservative view in regards to recommended <br />appropriations. It is also our opinion that appropriations for instream protection are an ' <br />important part of protecting Colorado's natural resources and its heritage. Instream <br />appropriations not only protect the natural environment, but also contribute substantially to the <br />state's economy. This use of our most valuable resource is an important one and should not be <br />the last use considered. Rather it should be a use that is always taken into account and provided <br />for in a reasonable fashion. Further the staff s collaboration with the Bureau of Land <br />Management and the Colorado Division ofWild1ife speaks to the depth of resources behind the <br />proposed appropriations. <br /> <br />We are aware that the stream segments in the San Miguel Basin or a matter of concern to some <br />because of limits to future management options and full utilization of compact allotments. <br />Further, that there is some concern about an adequate water supply for the town of Norwood. <br />San Miguel County does not appear concerned at this juncture and they are certainly protective <br />of Norwood's interests. Consequently, it is our position that these appropriations would not <br />substantially affect Norwood's efforts. As regards fully utilizing compact allotments and future <br />management, instream protection is and appropriate use for the water in question and it should <br />be dedicated to this purpose at this time. We must not always push back environmental <br />protection to protect development options.
