STATE OF COLORADO
Roy flomer, Governor
DEPARTMENT OF NATURAL RESOURCES

REFER TO

John W. Mumma, Director
6060 Broadway
Denver. Coforado 80216
Telephone: (303) 297.1192

MEMORANDUM

~.!Y~J2tJJ?! WilDLIFE

For Wildlife -
For People

TO:

Wildlife Commission

FROM:

Eddie Kochman ~
November 8,1996

DATE:

SUBJECT:

FLOYD CmLDES PROPERTY/SAN LUIS V ALLEYI
WETLANDS AND NATIVE AOUA TIC SPECIES HATCHERY

The appraisal has been completed on the Childes property located in the San Luis Valley. The
value of the property was placed at approximately $600,000 and I was informed of the results on
November 7.

.

On November 8, I spoke with Childes and told him the results of the appraisal. My intent was to
determine if he was willing to negotiate at this value. He is not willing and his judgement of
value is in a range of $1.2 - $1.4 million dollars. It is also his opinion that the water was
significantly undervalued in the appraisal.

I have not had the opportunity to review the details of the appraisal and there may be some
questions, especially in relation to water. At this time, there is enough uncertainty involved that
the decision was made to withdraw the joint resolution from the consideration by the Wildlife
Commission and Water Conservation Board. This action was discussed with both Walt Graul
and Peter Evans.

The appraisal will be reviewed in detail and if there are questionable judgements the option
exists for further consideration.

We are disappointed, but there is the realization that the fair market value must determine what.
can be spent on any property.

xc: John Mumma
Walt Graul
BobTowry
Peter Evans

.

c:\docs\wcchildes

DEPARTMENT OF NATURAL RESOURCES.
