The Board will be asked to spend a great deal of time <br />and attention on Construction Fund issues at this meeting. The number and size of <br />requested loans and grants are above average. The funding recommended for grants and <br />the increasing interest in use of the Construction Fund for habitat enhancement and <br />endangered species require special attention since we may be setting precedents and <br />attracting new proposals which are considerably different from those anticipated in your <br />Long Term Financial Projection for the Construction Fund. <br /> <br />Although the Construction Fund issues will require lots of attention, this meeting will also <br />need to include time and attention for the usual variety of floodplain, compact. instream <br />flow and other water issues. <br /> <br />Colorado River <br />The Secretary of Interior, Bruce Babbit, has signed the Record of Decision (ROD) on the <br />Glen Canyon EIS. The ROD incorporates the compromise which was reached with <br />regard to beach building releases and the installation of flash boards on Glen Canyon Dam <br />that we worked to include in the long term operations. We are participating in the <br />adaptive management process and are preparing comments to the Bureau of Reclamation <br />(USBR) concerning operating criteria being developed pursuant to the Grand Canyon <br />Protection Act (GCPA). <br /> <br />The USBR has also announced the five year review of the operating criteria pursuant to <br />the Colorado River Basin Project Act and one of the first public involvement meetings will <br />be held in Denver on December 2, 1996. We plan to participate in this process to insure <br />that Colorado and the Upper Basin States' concerns are fully addressed. <br />
