Water Project Construction Loan Program - Requests for Approval on Loans on
New Projects - Excelsior Irrigating Co.

Action: A motion was made by Alan Hamel that the Board accept the staff
recommendation to approve a Small Project Loan for $100,000 for the
Excelsior Irrigating Company, and that a Construction Fund authorization
for $230,000 be approved to complete Phase II Rehabilitation of the
Excelsior Ditch, and to make both loans contingent upon a review by the
State Engineer's office to ensure that all water right issues are addressed
before the Board goes to a contract. The motion was seconded by David
Meyring and approved unanimously (9-0).

12i. Water Project Construction Loan Program - Requests for Approval on Loans on
New Projects - Buffalo Mutual Irrigation Co.

Action: A motion was made by Alan Davey that the Board accept the staff
recommendation to loan the Buffalo Mutual Irrigation Company the sum
of $250,000, with the addition of $3,500 to this amount for the feasibility
study loan. The motion was seconded by Janice Sheftel and approved
unanimously (9-0). An initial motion was made by Ray Werner that the
feasibility study amount become a grant rather than part of the actual loan
amount. The motion was seconded by Alan Hamel, but was then tabled.

12j. Water Project Construction Loan Program - Requests for Approval on Loans on
New Projects - Hawkeye Lateral Ditch Co.

Action: A motion was made by Janice Sheftel(?) that the Board accept the staff
recommendation to loan the Hawkeye Lateral Ditch Company $143,000 to
rehabilitate 11,750 feet of their ditch, and that the loan be for a term of30
years, at a rate of 3.75%. The motion was seconded by Alan Hamel and
approved unanimously (9-0).

12k. Water Project Construction Loan Program - Requests for Approval on Loans on
New Projects - Woods Lake Mutual Water & Irrigation Co.

Action: Item lOb was addressed in this item. A motion was made by Ray Werner
that $3,000 be granted from the Small Dam Site Reconnaissance fund for
a Feasibility Study. The motion was seconded by David Meyring and
approved unanimously (9-0). A motion was made by Janice Sheftel to
accept the staff recommendation for a loan for $188,000 for the Woods
Lake Mutual Water and Irrigation Company to rehabilitate the Wood's
