<br />Recess (3:59 - 4:15 p.m.) <br />Call to Order (4:15 p.m.) <br /> <br />e <br /> <br />Vice-Chairman Martineau called the meeting back to order at 4:15 p.m. and there was <br />a quorum. Present were Harrison, Smith, Martineau, Lochhead, Sheftel, Meyring, <br />Norton. Olson, Simpson, and Duncan:. Peter Evans, DNR, represented Ken Salazar. <br />Absent were Jackson, Eisel, and Wright Lochhead and Olson left about 5:10 p.m. <br /> <br />12d. Endangered Fish Recovery Team Report., continued, Recommended Interim Action <br />to Protect Flows for Endangered Fish (4:15 - 5:10 p.m.) <br /> <br />(1) Ruedi Reservoir. MOU <br /> <br />Gene Jencsok, CWCB staff, reviewed the staff recommendation on the MOD. The <br />staff received a letter from John Musick indicating his client wouldn't oppose a .one <br />year agreement provided certain targets were met John Hamill, Fish and Wildlife <br />Service, commented that the CWCB should identify the issues. Questions were asked <br />by Sheftel and Smith. Item l2d(I) was continued on Friday afternoon. <br /> <br />(2) Flaming Gorge Biological Opinion <br /> <br />~" <br /> <br />Gene Jencsok reviewed the 12 year history to get a "final" draft biological' opinion and <br />gave the staff recommendation. John Hamill answered a question by Sheftel. <br /> <br />(3) Direction <br /> <br />Gene Jencsok reviewed a staff memo with tables about Aspinall Unit operations <br />related to delivery of water in the Gunnison River from the Black Canyon down to the <br />Colorado River. The significance of the Redlands diversion dam on flows was <br />discussed. The U.S. Fish and Wildlife Service have recommended certain flow releases <br />out of Aspinall in order to mimic a natural hydrograph. Eric Kuhn. CRWCD, and <br />Jencsok answered a series of questions from Lochhead, Harrison, Martineau, and <br />Sheftel. Dave Miller asked questions from the audience. Discussion continued by <br />Kuhn. Jencsok, Martineau, Miller, Duncan. and Harrison. <br /> <br />16e. Review of SB 81., continued, Elkhead Reservoir (added) (5:10 - 524 p.m.) <br /> <br />Eric Kuhn. CRWCD, reviewed the site specific preliminary design study regarding <br />enlargement of Elkhead Reservoir.
