<br />, , <br /> <br />c. 5 Year Review of Long Range Operating Criteria. <br /> <br />, <br /> <br />e, <br />~ <br /> <br />Jim Lochhead presented the results of formal consultation by the Bureau of <br />Reclamation with the Seven Basin States on the Review of the Long Range <br />Operating Criteria The Regional Directors have recommended not to make <br />changes which is consistent with Colorado's position. <br /> <br />Added Item. Governor's Executive Order <br /> <br />Jim Lochhead reviewed draft number 5 of an executive order which would clarify <br />the roles, responsibilities, and membership of the Colorado River Policy Council <br />and the Colorado River Decision Support System Advisory Committee. Gale <br />Norton suggested several changes in the language to clarify and strengthen the <br />order. Norton also pointed out that the Department of Law is not ordinarily <br />covered under executive orders and will continue to carry out the working <br />relationships with various departments and its normal legal policy role in <br />determining the legal issues and positions for Colorado. A motion was made by <br />Harrison and seconded by Evans to recommend to the Governor the execution of <br />the executive order as presented in Ken Salazar's May 5, 1992 draft together with <br />the changes proposed by Gale Norton. The motion passed by unanimous (7-0) <br />decision. <br /> <br />- <br /> <br />d. <;Olorado River Decision Support System (CRDSS). <br /> <br />David Harrison briefed the Board on a recent meeting of the CRDSS Advisory <br />Committee, of which he is chairman. The committee has recommended the <br />project eo-managers seek Statements of Qualifications from consultants to conduct <br />a needs analysis and a feasibility study. Timing is a concern if we don't want to <br />miss a field season of data collection and to get answers for next years legislative <br />session. Discussion followed by Evans, Duncan. and Harrison. Bill Stanton. <br />CWCB staff, described the feasibility study. process required by the state <br />Commission on Information Management (1Me). Martineau asked about a <br />proposal by the Colorado Water Resources Research Institute to take over <br />management of the project. Harrison reviewed three management options under <br />consideration. Sheftel suggested the project co-managers schedule a demonstration <br />of decision support system technology at the next regular Board meeting held in <br />Denver. Discussion on the CRDSS was continued on Friday morning. <br /> <br />e. Congressional Legislation <br /> <br />Jim Lochhead reviewed proposed legislation being considered by Congress on Glen _ <br />Canyon operations.
