We have completed the plans and specifi-
cations of the outlet works. We are negotiat-
ing with the OI'lnerG to relocate Colorado state
High\-my No. 12 and the Colorado and wyoming
Railroad. Negotiations are also under way with
LaG Animas County for the relocation of the
county road by the federal government. l'1i th
the funds which are now available and with
funds which we anticipate in the Fiscal 1963
appropriations, we have programed the following
activities for fiscal '68:

The continuation of land acquisition for
outlet \'lorks;

The initial contract for the outlet works,
which we hope to advertise for bids in october;

The design contract with the Colorado state
High\'lay Department for the relocation of state
Highl'lay 12;

Design contract with the Colorado and
wyoming Railroad company for the railroad relo-
cation.

Of course, during the fiscal year we will
continue the land acquisition program and the
engineer and design of other project features.

I would liJ:e to turn ne;:t to the matter of
preconstruction planning on the Las Animas Local
Protection project. He commenced the precon-
struction planning in December 1966. We com-
pleted aerial survey and topographic mapping in
July 1967. Subsurface explorations are now in
progress and are e::pected to be completed during
the present month of september. The plans and I
specifications are scheduled for completion in
the latter part of calendar year 1963 and we
anticipate, in the present fiscal year, funds
for the completion of preconstruction planning
so that the project should be eligible for a
construction start in fiscal '69.
