I

I

Mr. Statleton: What is the flexibility in the plans for any additional
growth n the community?

Mr. Carlin: We have taken in the area that is covered by the water
district. That is, the water district that we represent. It covers
nearly all of the houses within the original townsite of Allenspark and
within the area surrounding. Now, there are a number of vacant lots
in Allenspark that I think if they had water could be built on. Right
now they can't because Boulder county won't let them. But there is some
potential for growth there. Then we have some areas surrounding the
town within a quarter of a mile some of them, some of them within two
or three miles, that are pretty well inhabited. If we got this ~hing
going and they voted to join our district, we could enlarge. There is
some potential for growth, yes, sir.

Mr. S\,arks: We have provided for a potential for growth of about 45
taps 1n this plan.

Mr. Stapleton: Do we consider at all bui~ding restrictions and this
sort of thing, or is "this' beyond our province?

Mr. Sparks: No. We look at the area to see how any growth would conform
to the master planning within the county. In most cases, we actually
submit these project plans to the county authorities and request any
comment that they wish to make upon the contemplated growth. Nick,
did we hear anything from Boulder county on this?

Mr. Carlin: I can
of Boulder County.
County. We have a
Agency and we have
Boulder county.

Mr. Sparks: As I recall, we went through all of those steps. These
are tne steps that we try to go through in every project. We don't
approve any project in any county until the county planning commission
has been advised. We send copies of the feasibility report to the
county planning commission or city planning commission, as the case
may be.

answer that. We heard from the Planning Commission
We heard from the Health Department of Boulder
recommendation from the Environmental Protection
a recommendation from the county commissioners of

Mr. Carlin: Well, ours of course, is the county planning commission
because we have no town.

Mr. Sparks: You will note here that we have two alternate plans for
Allenspark. One is based upon a federal grant. We have a tentative
commitment for a federal grant. But we have requested funding based
upon that not being available. We think it will be available. Con-
struction costs have just been going up almost ten percent a year. We
have added a contingency factor in the $200,000 figure that we rec-
ommended. If we go on the plan that we hope that we can with the
federal grant, then the actual state money will probably not exceed
$75,000.

Mr. Carlin: If I may say something. Of course, that is the plan that

-30-
