<br />Mr. Carlin: My name is Ralph Carlin and I live in A11enspark. I have <br />lived there for five years and I like it. But I would like to have <br />some water. I thought General Sparks covered this thing pretty well, <br />but I might go into a little history that wculd interest you. This <br />project started in 1948. An engineering report was prepared, but we <br />did not have the money to get it implemented. Then again in 1963, we <br />went through it again and the same thing happened. Due to inflation <br />the price gets higher every time we get into it and that we can't seem 1 <br />to help. General Sparks covered it pretty well what our situation is <br />and it is well presented in this resume that you have here. We do have <br />a need for water. If this fund was set up for that purpose, we are <br />asking that you, if you see fit, help us. Are there any questions that <br />I could answer? <br /> <br />Mr. Fetcher: Do we have any assurance that if the system is put in, that <br />all of the present residents there who now have wells will hook on to <br />it? <br /> <br />Mr. Carlin: About a year ago, we contacted everyone that owns property <br />within the district. That is, that owns improved property within the <br />district. We had about ninety..five percent who said they would tie on <br />to the water system. That wasn't a legal election and it is not a <br />water contract, but it was a commitment on the part of the property <br />owners. Does that answer your question, sir? <br /> <br />Mr. Fetcher: It does. We are into a situation similar to this over in <br />Steamboat where we are t4ying to put together a small system for a <br />subdivision that has inadequate water supplies. Unless we can get a <br />hundred percent hook-ons into the new system, I know that our project <br />will not fly because the revenue simply won't be there to repay the <br />loans. <br /> <br />Mr. Carlin: Of course, we have some problems along that line and I will <br />admit it. We have a potential of about a hundred and five taps and <br />we figure we could operate on about ninety-five. We had about that <br />many counnitments. Now, as I say, they weren't legal commitments, but <br />we think, yes, that we can make it swing. <br /> <br />Mr. Fetcher: Don't discount that problem because it is really a very <br />serious one. I have one more question. I noticed that in the budget <br />that your engineering firm has budgeted something like $13 a foot for <br />four-inch pipe. That seems way out of line. <br /> <br />Mr. Carlin: Well, it sounds high to me. But remember this, where I <br />live we have to go down at least seven feet. I think they recommended <br />seven feet, if I remember correctly. But that has to be through solid <br />rock, every bit of it. So you are going to have to blast every foot of <br />that ditch. Does that answer your question? <br /> <br />Mr. Fetcher: Partially. <br /> <br />Mr. Carlin: And I don't know whether - I am no construction man, I <br />have never built a water line in my life, but I will admit that the <br />$13.50 a foot sounds high to me and I hope it is high, but I can't say. <br /> <br />1 <br /> <br />-29- <br />
