Mr. Hobbs: Including animals that use the stream, including the forest
that bounds the stream?

Mr. Barrows: Right.

Mr. Hobbs: How about the recreational?

Mr. Barrows: I would like to defer to the Parks and OUtdoor Recreation
on that because we feel that fishing and hunting and these pursuits
are a form of recreation. Generally they concur that if there is enough
water for a fishery or wildlife, there will be sufficient aesthetic
and recreational values. That may change in the future, I don't know.

Mr. Stapleton: Any further questions of Mr. Barrows? Thank you, Mr.
Barrows. That helped me out.

Mr. Barrows: Thank you.

Mr. S?arks: Mr. Chairman, as soon as we get these recommendations we
immedl.ately send them out to the board. We also distribute these
recommendations to approximately a hundred people on our mailing list
who have requested such information. If we think there is any con-
servancy district which might have a concern or should have a concern
about these, we also contact that water conservancy district and submit
the flows to it for any comment that the district might wish to submit.

And as Ray stated, before a decree can be granted! the application must
be published in a newspaper as any other decree c aimant has to do.
We have to follow court procedure and notices are issued concerning the
specific appropriations requested.

Mr. Vandemoer: I do have a comment, but could I let Harlan Seaworth
comment on that?

Mr. Seaworth: I am Harlan Seaworth, Cache La Poudre Water Users Asso-
ciation, and also president of the North Poudre Irrigation Company.
This disturbs us quite a bit. We f0und out about it kind of accidentally.
,We feel that we should be on your mailing list to know what goes on.
We do have Ward Fischer who is our counsel for the Cache La Poudre
group with us and I would like to turn this to him at this time and let
him present the things that we would like presented.

Mr. Ward Fischer: Mr. Chairman, members of the board, my name is Ward
Fischer. I represent the Cache La Poudre Water Users Association and
before I present anything may I take just a minute to touch upon some
of the things that were mentioned here.

First, I would like to have you know what the Cache La Poudre Water
Users Association is. It is an organization composed of nearly all of
the major ditch and reservoir companies on the Poudre, including the
diverters for municipal uses such as the city of Fort Collins and
Greeley. So I think that it would be correct to assume that what Ie
