Generally they concur that if there is enough <br />water for a fishery or wildlife, there will be sufficient aesthetic <br />and recreational values. That may change in the future, I don't know. <br /> <br />Mr. Stapleton: Any further questions of Mr. Barrows? Thank you, Mr. <br />Barrows. If we think there is any con- <br />servancy district which might have a concern or should have a concern <br />about these, we also contact that water conservancy district and submit <br />the flows to it for any comment that the district might wish to submit. <br /> <br />And as Ray stated, before a decree can be granted! the application must <br />be published in a newspaper as any other decree c aimant has to do. <br />We have to follow court procedure and notices are issued concerning the <br />specific appropriations requested. <br /> <br />Mr. Vandemoer: I do have a comment, but could I let Harlan Seaworth <br />comment on that? <br /> <br />Mr. Seaworth: I am Harlan Seaworth, Cache La Poudre Water Users Asso- <br />ciation, and also president of the North Poudre Irrigation Company. <br />This disturbs us quite a bit. We f0und out about it kind of accidentally. <br />,We feel that we should be on your mailing list to know what goes on. <br />We do have Ward Fischer who is our counsel for the Cache La Poudre <br />group with us and I would like to turn this to him at this time and let <br />him present the things that we would like presented. <br /> <br />Mr. Ward Fischer: Mr. Chairman, members of the board, my name is Ward <br />Fischer. I represent the Cache La Poudre Water Users Association and <br />before I present anything may I take just a minute to touch upon some <br />of the things that were mentioned here. <br /> <br />First, I would like to have you know what the Cache La Poudre Water <br />Users Association is. It is an organization composed of nearly all of <br />the major ditch and reservoir companies on the Poudre, including the <br />diverters for municipal uses such as the city of Fort Collins and <br />Greeley.
