WHEREAS, the United States Army Corps of Engineers,
Omaha District, completed in April, 1977, a floOdplain information
report entitled "Special FloOd Hazard Information Report, South
Platte River, Volume I, Weld County, Colorado"; and

WHEREAS, the Colorado Water Conservation Board, as
requested by the Board of County Commissioners of Weld county, by
resolution adopted November 11, 1977, approved and designated the
floodplains described in the April, 1977, report; and

WHEREAS, a new report entitled "Flood Insurance Study,
city of Fort Lupton, Colorado," which includes floodplain informa-
tion and data for the South Platte River, dated October, 1978, has
been prepared by Gingery Associates, Inc., under contract with the
Federal Insurance Administration; and

WHEREAS, said report describes and outlines the floodplain
data and information for the storm and floodwater runoff channels
or basins of the study area; and

WHEREAS, the city of Fort Lupton has requested the
Colorado Water Conservation Board to designate and approve the
floodplain areas as set forth in the aforesaid report; and

WHEREAS, Section 37-60-106(1), Colorado Revised Statutes
1973, requires the Colorado Water Conservation Board to assist in
the prevention of floods and flood damages therefrom; and

WHEREAS, Sections 31-23-201 and 30-28-111, Colorado
Revised Statutes 1973, provide that such legislative bodies of local
jurisdictions may provide zoning regulations for land uses on or
along any storm or floodwater runoff channel or basin only after
designation and approval by the Colorado Water Conservation Board;
and

WHEREAS, Section 37-60-106(1) (c), Colorado Revised
Statutes 1973, directs the Colorado Water Conservation Board to
designate and approve storm or floodwater runoff channels or basins
and to make such designations available to legislative bodies of
lOcal jurisdictions; and

WHEREAS, the staff of the Board has reviewed said revised
information and data and does hereby recommend to the Colorado
Water Conservation Board that the Board designate and approve as
floodplain areas those areas inundated by a 100-year flood
