They thought they <br />would make it more inviting for contractors by <br />including a larger stretch. That same section <br />will be readvertised and they will ask for new <br />bids including the longer reaches." <br /> <br />"This is a tremendous undertaking, as you <br />can well appreciate, when you are bringing trans- <br />mission lines from Glen Canyon, Arizona, through <br />the rugged Colorado River country into the <br />Curecanti, and from the Flaming Gorge country <br />into Oak Creek. It is not only a tremendous <br />undertaking but it is tremendously expensive. <br />We trust the next bids will be more successful <br />so that immediate construction can be started <br />because we are already losing time in that <br />respect. <br /> <br />The only other thing is an old familiar - <br />I won't say 'friend' - it's an old familiar sub- <br />ject and that's the Glen Canyon filling criteria, <br />It's been a matter of tremendous concern to both <br />the Lower and Upper Basins and I cannot report <br />any success in negotiations to date, the tri- <br />party negotiations between the Lower Basin and <br />the Upper Basin and the United States. The pro- <br />posed criteria has not been acceptable, at <br />least to the state of Colorado, and I think I <br />can also speak for the other Upper Basin states. <br />The criteria is not acceptable. <br /> <br />It seems that we have explored this from <br />an engineering angle from every way that we know <br />how, in every direction. We have voluminous <br />studies running into the hundreds; studies of <br />great magnitude which have consumed thousands of <br />man-hours. We know the subject. We don't know <br />the answer. But in substance, the unreleased <br />proposal by the Department of the Interior <br />
