This organization furnishes <br />one of the few remaining opportunities for irri- <br />gators and water officials from the Upper and <br />Lower Basins of the Colorado River to meet and <br />discuss non-controversial matters. In my opin- <br />ion, these contacts should be encouraged. Two <br />Coloradoans, John B, Barnard, Sr., and Phil Smith, <br />have just completed terms as President and Secre- <br />tary, respectively,of this organization. <br />
