<br />we made certain changes in the operating princi- <br />ples and in the legislation which were the pri- <br />mary concern of the Southeastern District. That <br />district agreed to be the contractual agency for <br />the Ruedi Reservoir. That was the stumbling <br />block which we were not able to overcome in the I <br />last session of Congress. Otherwise the use of <br />water is exactly the same as was always contem- <br />plated and the actual repayment by the South- <br />eastern District is also the same. That agree- <br />ment is what we now think makes possible the <br />passage of the Fryingpan-Arkansas legislation <br />during this session of Congress. <br /> <br />These revisions were sent to the Board <br />members some time ago. I understand that our <br />Congressmen conferred on this last week, and our <br />Senators, and they reached mutual agreement as <br />to the contents of the bill. I have not seen <br />the new bill but I left it with them this way, <br />that unless there were matters of substance <br />which should come back to Colorado for decision, <br />we have no further interest in the mechanics.of <br />the bill, except to see that it is passed. So <br />it is now in their hands and we have every rea- <br />son to believe that that project legislation will <br />be passed during this session of Congress. <br /> <br />I think the only action of the Board is to <br />go on record as approving the legislation and <br />the new operating principles." <br /> <br />MR. NELSON: <br /> <br />"I'd like to ask this question, are the <br />operating principles incorporated in the bill <br />that they introduced as you had them here?" <br /> <br />MR. SPARKS: <br /> <br />"I do not know. A considerable question <br />arose as to how that was to be handled.
