<br />with regard to the overall program for a transmission <br />system to market Colorado River Storage Unit power, we have com- <br />pleted our studies evaluating the private utilities proposals in <br />comparison to an all-Federal yardstick system. An appraisal re- <br />port has been prepared and forwarded to Washington for considera- <br />tion and appropriate action. This appraisal report summarizes <br />the proposals considered and analyzes the relative economic as- I <br />pects of each, particularly as to the effect on providing irriga- <br />tion assistance for participating projects. <br /> <br />PARTICIPATING PROJECTS <br /> <br />PAONIA PROJECT (COLORADO): By November more than 900,000 cubic <br />yards or 71 percent of the embankment <br />had been placed in paonia Dam. Earthlining of various sections of <br />the existing Fire Mountain Canal will continue during the non- <br />irrigation season. Paonia Project construction, which was started <br />early in 1959, is on schedule. paonia Dam should be completed by <br />midsummer 1961. <br /> <br />VERNAL UNIT, CENTRAL UTAH PROJECT (UTAH): Construction of the <br />Vernal Unit also progresses on schedule. <br />Stanaker Dam is essentially completed. The Fort Thornburgh Diver- <br />sion Dam and Stanaker Feeder Canal are now under construction. and <br />we expect to divert spring flood flows of Ashley Creek into the <br />Stanaker Reservoir next spring. Also, next spring we plan to <br />award the construction contract for the Stanaker Service Canal <br />which will make it possible to supply the Ashley Valley farms with <br />supplemental irrigation water beginning in 1962. <br /> <br />HAMMOND PROJECT (NEW MEXICO): Work on the excavation of the Main <br />Canal and building of siphons and <br />other structures is on schedule. The invitation for bids was <br />issued on December 30 for the Hammond Diversion Dam on the San <br />Juan River. Bids will be invited in March for the pumping plant <br />on the Main Canal and in May for the smaller canal and laterals to <br />serve the project area. This project should be placed in operation <br />in February 1962 if construction proceeds on schedule. <br /> <br />SMITH FORK PROJECT (COLORADO): With new-start funds appropriated I <br />for FY 1961, a contract was awarded in <br />September for Crawford Dam, and the early foundation excavation <br />work started. It is anticipated that invitations will be issued <br />in May for the Aspen Canal from the Crawford Reservoir, and in <br />June for the Smith Fork Diversion Dam and the Feeder Canal to the <br />offstream reservoir site. The project is scheduled for completion <br />in May 1963. <br />, <br />
