in any other matter effecting local interests,
that committee or the group with which this
Board deals, should be constituted of persons
selected by the water users and the interested
parties within that area.

My suggestion is this, that the three mem- I
bers of this committee call a meeting immediately
of interested water users in the South platte
basin to consider the composition of the agency
that is going to, from a local standpoint, fol-
low this thing through. If that is done, I will
personally, as an individual, as a resident of
the South Platte basin, and as a representative
of some entities that have a very direct and
immediate interest in this matter within the
South Platte basin. suggest that we give serious
consideration to recommending legislation to
bring about the creation of an agency in the
South Platte similar in nature to the Colorado
River Water Conservation District and the South-
western Water Conservation District. I think
such an agency could do a lot. Not only on this
problem but on some other problems by doing some
sensible planning and some sensible work in con-
nection with the basin as a whole.

I think it would be a mistake, and I am
sure you gentlemen would take this into consid-
eration, to select, without consultation or with-
out such a meeting or consideration of the type
of entity that is going to represent the South
Platte basin, a committee to be the steering
committee to assist in planning the scope of
this project.

I made those as brief as possible. I have
several reasons behind this suggestion. As a
matter of fact, those are contained in a speech I
that was never delivered suggesting the creation
of a South Platte Water Conservation District.
It grew out of some of the things that were dis-
cussed at the time of the litigation concerning
the South Platte Water Conservancy District and
some of the valuable functions that could have
been performed by that district, I think, could
be better performed by a special statutory
