I

Blue River Stipulation and the other is to grab
the water of Green Mountain Reservoir for the
City of Denver. If that idea is inherent in
this plan, I think I can say now that Colorado
will be far from unified on this program. If
it does not comprehend it, I think I can say
on behalf of our Board of Directors that they
will go along with it wholeheartedly. Which
leads me to make this further suggestion, and
I am not opposing this appropriation, I'm for
it, I think it's a good thing.

You know, maybe this is digressing a
little, I've lived in all parts of Colorado.
I don't restrict my desires and my ambitions
for development of Colorado to western Colorado.
I like to see the southwestern area develop.
I like to see eastern Colorado develop. I
don't think we can have a lopsided development
in these water resources or any other resources
in Colorado, which is designed primarily to
promote the interests, selfish interests, of
any city, Denver or any other city. I'm for
a state-wide development of these resources.
We've got a pitifully small amount of water
left, you know, and I don't see that it is any
wise program to say that that water that we
have left must first be earmarked for the use
of any city or any area in Colorado.

I

However, the City of Denver entered into
a solemn agreement with western Colorado in
connection with the water of the Blue River
that none of it would be used for any purpose
except municipal. They entered into a solemn
agreement with western Colorado that the Green
Mountain Reservoir would fill every year. If
I can accurately appraise and assay the senti-
ment of western Colorado, our people are deter-
mined that the City of Denver shall live up bo
those agreements and therefore, Mr. Chairman,
while this is not appropos of the question be-
fore the Board at this time, and while Mr.
Saunders has demanded that Denver be given,
more or less, the leading role in studying this
matter and formulating plans for it, I'm not
demanding, I'm simply saying you'd better
