Mostly by lawyers, I'm afraid, <br />and meanings written into them that were not <br />intended at the moment and innuendoes are <br />posited so that those who have had relation- <br />ships to those letters are later held to have <br />made agreements or arrived at understandings <br />that they didn't contemplate at the time at all_ <br /> <br />In going through the agenda of the Board <br />this time we found a number of instances where <br />this might be the case; where people speaking <br />freely among themselves may fail to note the <br />exact nicety of their language which, when later <br />recorded, is made the subject of some contro- <br />versy at a later time. <br /> <br />I <br /> <br />The people of Denver who not only supply <br />water to Denver itself, but to the entire <br />metropolitan area from a standpoint of a domes- <br />tic supply, are almost always present at these <br />Board meetings and have sometimes been thought <br />therefore to be pretty much bound to speak or <br />be held to have consented to what occurred. <br />And in order that there may not be any possible <br />misunderstanding, I have a statement which I <br />would like to read into the record and which <br />was approved by the Board of Water Commissioners <br />at a regular official meeting held yesterday <br />and something that we may assume to be the con- <br />tinuing policy of the Board of Water Commis- <br />sioners of Denver at all times when we attend <br />these meetings.
