It is our understanding that these
recommendations are based upon rigorous and scientific evaluation. Weare satisfied that they
have merit and have not felt it necessary to conduct an independent technical review at this time.

While there is only one small section of the river that actually crosses National Forest
administered lands, a significant percentag~ of the headwaters providing flows needed to sustain
the recommended flows lie within the Uncomphagre National Forest.

As you are aware this Forest is in the process of determining what instream flow needs are
necessary for National Forest purposes. We are attempting to make this an open process giving
equal consideration to all interests. As yet we are not certain where this path will lead. Should
we determine that quantification of flow needs is necessary for streams tributary to the San
Miguel, that determination will be made based upon all existing information and evidence,
including this study, along with consideration and factors which may be different or in addition
to that used by the BLM and CDOW. However, I cannot foresee any conflicts between what we
may ultimately decide and adoption of the recommended flows by the Colorado Water
Conservation Board.

ROBERT L.
