3. FPR 01-550: City of Rifle, Colorado, Flood Insurance Rate Map, dated December 28, 1982
was prepared by the Federal Emergency Management Agency. The subject map contains
approximate and detailed floodplain delineations within the City of Rifle. This map is an
update of the 1978 map described in resolution munber 01-549, and mainly includes revised
corporate limits for the City. Community officials were notified of the CWCB's proposed
designation action by letter. There appear to be no major technical issues or problems with the
map the would preclude CWCB designation. Therefore, the proposed action for this report for
the City of Rifle is designation and approval of the 100-year floodplain information by the
Board in order to meet statutory requirements.

.

4. FPR 01-551: La Plata County, Colorado, Flood Insurance Study, dated May 21,2001 was
prepared by the Federal Emergency Management Agency. This recently published floodplain
information supersedes previous versions of the County's Flood Insurance Study. The local
floodplain adminstrator was contacted via telephone and he provided verbal consent to precced
with the review and designation process. The County will also mail a designation request letter
in the near future. Therefore, he proposed action for this report for La Plata County for this
report is designation and approval ofthe 100-year floodplain information by the Board in order
to meet statutory requirements.

5. FPR 01-552: Town of Granby, Colorado, Flood Hazard Boundary Map, dated August 15,
1975 was prepared by the Federal Insurance Administration. The Town Manager was contacted .
via telephone to discuss the designation process and general floodplain issues. He indicated
that there have been numerous changes since the publication of the 1975 map. Corporate limits
have changed and increased significantly since 1975. In addition, two of the three floodplain
areas are very small local drainages that are contained in storm sewer systems within the Town.
A third floodplain does still exist and has caused minor flooding damage in the past. CWCB
staff proposes to utilize our consulting contractor, Montgomery Watson, to prepare new
approximate floodplain information for the Town as a means of updating the old map. The
Town would be in agreement with this approach and would likely support designation of the
revised floodplain map. Therefor, the proposed action for this report for Granby for this map is
designation and approval of the 100-year floodplain information by the Board in order to meet
statutory requirements.

RECOMMENDATION
The detailed and approximate 100-year floodplain information for the City of Rifle and La Plata
County, the detailed 100-year flood hydrology information for Fremont County and the City of
Florence, and the approximate floodplain infonnation for the Town of Granby are being considered
for designation and approval as summarized in the paragraphs above and in the corresponding
floodplain resolutions meets the applicable requirements of the Board's "Floodplain Designation
and Approval Rules". Therefore, staff recommends that the Board designate and approve the 100-
year floodplain and flood hydrology information for Resolution Numbers 01-548, 01-550, 01-551, .
and 01-552.

Flood Protection.
