<br />J' <br />- <br /> <br />. <br /> <br />. <br /> <br />Republican River Water Conservation District <br /> <br />Project Summary <br /> <br />First-year District projects and studies within the Republican River Basin include: <br />. Engineering analysis: forecast consumptive use for compact compliance; optimize <br />surface water and ground water retirement - temporary or permanent - within <br />the Republican River Compact Administration model. <br />. Financial appraisals: establish equitable valuations for 1,3,5, and 15-year leases <br />and for land purchases. <br />· Agricultural and Economic studies: mitigate impact to local economies; optimize <br />short-term and long-term revenues from local agricultural activity. <br /> <br />The 2005 Budget provides for the following expenditures: <br />· Engineering Analysis $75,000 <br />. Financial Appraisals $20,000 <br />· Other Contracted Services $15,000 <br />(including economic impact analysis) <br /> <br />Total Project and Study Expenditures $110,000 <br />Total Request - CWCB Construction Fund $50,000 <br /> <br />Other Revenue Sources: <br />. Loans provided by local utility companies. <br />. Fee assessments on ground water and pre-compact surface water users. <br />. Conservation Reserve Enhancement Program (CREP). <br />. Environmental Quality Incentives Program (EQIP). <br /> <br />Request <br /> <br />The Republican River Water Conservation District and the Colorado Division of <br />Water Resources request the General Assembly authorize $50,000 from the <br />Construction Fund to be appropriated to the District for the development of <br />engineering and economic projects and studies that will help enable the District to <br />both assist the State of Colorado in meeting Republican River Compact compliance <br />and to sustain water resources within the Republican River Basin. <br /> <br />Page 2 of 3 <br />
