These FY 05-06 funds would help enable the District to undertake projects <br />and studies in 2005 vital to assisting the State of Colorado meet Republican River <br />Compact compliance and to sustaining water resources within the Republican River . <br />Basin. <br /> <br />Discussion <br /> <br />The Republican River Water Conservation District was created by SB 04-235 for the <br />purpose of creating a forum that protects the water supply in the Republican River <br />Basin and works cooperatively with the State Engineer's Office in meeting the <br />provisions of the 1942 Republican River Compact and the Final Settlement <br />Stipulation accepted in 2002 by the U.S. Supreme Court in Kansas v. Nebraska and <br />Colorado, No. 126 Original. <br /> <br />The critical first-year projects and studies undertaken by the District are of great <br />significance to seven counties on the northeast plains and to the entire state. The <br />District was established in part to provide local decision-making authority to those <br />most affected by the reduction of consumptive use. Their decisions, which will be <br />based on these studies, and the implementation of these projects, will rely partially on <br />external funds. The District, empowered with taxing and fee-assessment authority, <br />will also generate its own funds. This grant is necessary to initiate the <br />aforementioned first-year studies and projects. <br /> <br />Page 1 00 <br />
