<br />- Whether or not the CWCS staff recommendation of a natural lake level of 9,750 (or 9,551.4) feet <br />is sufficient to protect all unappropriated flow from the springs supplying water to the Mount <br />Emmons Iron Fen. <br /> <br />- Whether Mount Emmons Iron Fen is a natural lake. <br /> <br />- Whether the CWCB can and will protect the fen from potential threat of future land use activities <br />that could diminish groundwater flows supplying the fen. <br /> <br />- Whether the CWCB can and will protect the unique chemistry of the fen's source water that is <br />responsible for this unusual resource. <br /> <br />- Whether or not the issues raised in the March 23, 2002 Notice to Contest filed by US Forest <br />Service and Mt. Emmons Mining Co. are sufficiently supported by evidence. <br /> <br />HCCA submits this Application for Party Status in order to ensure its participation in any and all negotiations <br />concerning the quantification of the in-stream flows or natural lake level at issue herein, and to ensure its <br />ability to submit, for the record, technical evidence, technical witnesses or file legal memoranda. <br /> <br />. 4.
