<br />Members, CWCB and Rod Kuharich <br />March 17,2004 <br />Page 2 of2 <br /> <br />Small Water Resources Proiects and Water Revenue Bonds <br /> <br />Parker Water and Sanitation District has applied for a $105 million loan to build Reuter Hess <br />Dam and Reservoir Project and other associated facilities. Since this project involves the <br />diversion and storage of raw water, a copy of the loan application, as required by section 37-95. <br />107 (l)(a)(III)(l), C.R.S., was sent to the Board on February 11,2004. The District's loan <br />application will be reviewed at the Authority's April 23 meeting. <br /> <br />On January 30, the Authority Board authorized a loan to the town of Erie for a new water <br />treatment plant. Approximately $14.5 million in water revenue bonds will be sold next month to <br />fund this loan. <br /> <br />Animas - La Plata Proiectl La Plata Escrow <br /> <br />As proposed in the President's budget, the Bureau of Reclamation is expecting to receive $52 <br />million for FY2005 construction activities on the Animas-La Plata Project and $8 million for the <br />Tribal Development Fund. According to the Bureau of Reclamation, an additional $10 million is <br />needed to cover electrical transmission and transformer facilities to get power to the pumping <br />plant in a timely manner. Neither the Bureau nor Western Area Power Administration has <br />included this item in their respective budgets. <br /> <br />Based on discussions of the revised cost estimate for the Animas-La Plata Project, there appears <br />to be room to negotiate with the Bureau of Reclamation for a significant decrease in the costs <br />allocable to the "paying" sponsors. Work is just beginning on defining costs that are "reasonable <br />and unforeseen." <br /> <br />Work is continuing on the Long Hollow dam and reservoir feasibility study with recent activity <br />emphasizing the environmental and institutional issues. Based on recent discussions with the <br />project sponsor, there are some concerns about the completion of the feasibility study within the <br />existing budget. <br /> <br />Board Appointments <br /> <br />The Senate confirmed the reappointment of Jim Hokit of Montrose and Bob Carlstrom of <br />Walden in early February.
