Nominations were closed, and on motion <br />of Mr. Dille unanimous ballot was cast for Mr. Stone for secretary. Mr. <br />Stone was declared unanimously elected. <br /> <br />I <br /> <br />Director Stone reported on the status of negotiations for an <br />Upper Colorado River Basin~Compact, accomplished at Vernal, Utah, and <br />outlined steps which remained before final negotiation and signing of the <br />Compact at the meeting scheduled at Santa Fe, New Mexico. <br /> <br />Mr. Breitenstein reviewed the text of the Vernal qraft of compact, <br />making explanations of its various provisions. A general discussion was <br />participated in by ~ongressman Rockwell and the members of the Board. <br /> <br />The meeting adjourned to 1:30 PM. <br /> <br />AFTERNOON SESSION <br />Monday September 27, 1948 <br /> <br />The meeting was called to order by Vice Chainnan Bailey at 210!' PM <br /> <br />Mr. Breitenstein resumed and completed his discussion of the Vernal <br />draft of the Compact, and was followed by Royce J. Tipton, who continued <br />discussion of the compact with a summary statement regarding use of the <br />water in Colorado, apportioned to Colorado. A general dis.cussion ensued, <br />nth Mr. Tipton responding to questions of the West slope spokesmen and <br />others. Mr. Tipton agreed to provide a tabulated breakdown of the figures <br />which he had discussed in his presentation. <br /> <br />. <br />Mr. Tipton also reviewed the California situation, with respect to <br />the Upper Colorado J!lasin Compact. <br /> <br />Director Stone emphasized the necessity for a compact, explaining <br />that the Bureau of Reclamation could not recommend any major project un~i1 <br />allocation of water had been made by compact. <br /> <br />. Congressman Rockwell urged a compact be finalJ.y negotiated and <br />commented that the compact would likely be accorded favorable reception <br />in Congress. <br /> <br />Mr. Pughe offered and moved the adoption of the following <br />resolution: <br /> <br />I <br />
