Staff and the Attorney General's Office shall not enter into <br />agreements or stipulated decrees containing a provision that states <br />that no water user shall be required to install a measuring device to <br />assist in the administration of the Board's in stream flow water right; <br /> <br />3. Staff and the Attorney General's Office may enter into an agreement <br />or stipulated decree permitting the creation of an ice skating facility <br />on or adjacent to the Fraser River that may require the inundation of <br />not more than one acre of the Fraser River, and is consistent with <br />Section 8.30 of the Rules and Regulations for the Instream Flow and <br />Natural Lake Program; and <br /> <br />4. If settlement with Winter Park Recreation Association is not possible, <br />that the Attorney General's Office proceed to oppose the motion to <br />intervene, and to take other actions necessary to acquire the in stream <br />flow water right applied for. <br /> <br />The motion was seconded by David Meyring and approved unanimously 7- <br />0). <br /> <br />In regards to item 8bix (Chevron-Roan Creek Diligence Application), a <br />motion was made by Eric Kuhn that the Board approve the proposed <br />stipulation and withdraw their statement of opposition against the case, as <br />long as all aspects of interstate sales activity are removed from the proof of <br />diligence. The motion was seconded by Ray Werner and approved <br />unanimously (8-0). <br /> <br />10. Floodplain Management Program <br /> <br />lOa. A motion was made by Alan Hamel that Floodplain <br />Resolutions No. 96-408 through 96-414 were to be approved as a group, with <br />96-411 to be carved out and the staff will return with this at a later date.
