Water Supply Protection Section - GOCO (Great
Outdoors Colorado RICD Policy)

Backl!round

.

The Great Outdoors Colorado Board has been in the process of considering adopting a policy regarding
Recreational In-Channel Diversions since the summer of 2005. At, GOCO's request, I have attended a
number of meetings, and offered guidance, comments, and suggestions. The GOCO local govemments
subcommittee has developed a draft policy, which is attached. A recent news article on this subject is
also attached. The GOCO subcommittee will be considering the policy again at the its February 16, 2006
meeting, and hopes to make a recommendation to the full GOCO Board for that Board's consideration in
March 2006. The subcommittee has requested public comments on the RlCD policy. Given the
CWCB's statutory obligations, authority, and responsibilities, it is important that the CWCB have an
opportunity to offer comments on the draft GOCO policy regarding RlCDs. John Swartout, Executive
Director of GO CO, will be available to discuss the draft policy and receive any comments of the CWCB.

Attaclunents.

.

Flood Protection' Water Supply Planning and Finance.
