<br />1998. The funding would be used for a channel conveyance study effort on the Upper <br />Reach of the Arkansas River. <br /> <br />. <br /> <br />The study would continue the ongoing joint CWCB/Albuquerque Corps study effort and <br />would be cost-shared with the Corps. This initiative will extend the same study <br />objectives as contracted in the current Scope of Work with the Corps of Engineers for the <br />Lower Reach. The new CWCB/Corps study would be coordinated with the presently <br />ongoing comprehensive groundwater analysis being conducted by the U.S. Geological <br />Survey and funded by the CWCB. The groundwater analysis is being performed in <br />response to increasing groundwater levels and decreases in agricultural production in an <br />area near La Junta, Colorado. The Upper Reach study initiative would also utilize aerial <br />mapping, orthophotography and a digital terrain model that has been recently developed <br />for the CWCB. An additional $50,000 in state funding is needed to cost share with the <br />U.S. Army Corps of Engineers to complete the Upper Reach study initiative. <br /> <br />This new contract between the CWCB and Albuquerque Corps of Engineers will address <br />a number of critical channel conveyance problems in Otero County, Colorado. The <br />Board staff has been in communication with the Arkansas River Valley water/flood <br />interests and finds this study approach to be the best means of addressing flood-related <br />concerns and issues. <br /> <br />~ <br />RECOMMENDATI~1P ~ <br /> <br />The staff recommends that $~Q,eOO from the CWCB construction fund be made available . <br />as matching grant funds with the U.S. Army Corps of Engineers, Albuquerque District to <br />complete the study initiative for the Upper Reach of the Arkansas River Channel <br />Restoration Study. <br /> <br />l:boardmemlnov98125b <br /> <br />. <br />
