BACKGROUND <br /> <br />. <br /> <br />In a Board memorandum dated September II, 1998, Agenda Item 13c at the September <br />1998 Board meeting, a status report on the Arkansas River Channel Restoration Study <br />was presented to the Board. Three alternatives for studying the Upper Reach of the <br />project were proposed as follows: <br /> <br />Alternative No.1 - Continuation of the joint CWCB/Albuquerque study effort which <br />would be funded and cost-shared under the Corps' Section 22 Planning Assistance To <br />States Program. <br /> <br />Alternative No.2 - Joint CWCB/Corps study effort under the Corps' General <br />Investigation (GI) authority. <br /> <br />Alternative No.3 - State management of a basin-wide study investigation. <br /> <br />The Upper Reach extends upstream from John Martin Reservoir to the Otero/Pueblo <br />County line. Staff requested Board guidance on which alternative to undertake. <br /> <br />Subsequent to the September Board meeting, staff met with the Albuquerque Corps of <br />Engineers and was advised that Section 22 - Planning Assistance to States - funding <br />would be the only funding available for federal fiscal year 1999 beginning October I, <br />
