of years. There is no legal authority for such
an agreement. The Meadowlanders say that there'
is not enough water to raise a crop of hay. They
think it may be necessary for them to sell their
water rights and transport more water over the
hill. This will be injurious to the people of
WYoming on account of a lessening of the return
flow. The Governor has appointed a committee to
confer with \~oming officials, Mr. Breitenstein,
Mr. Hinderlider and myself, to see if any progress
can be made. Do you have anything further to say,

Have you had any meetings?

The 14th of August we will have one with the
Wyoming officials.

Now we come to finances. Senate Bill 120 provided
that the income from Well Driller licensing would
be used to do the work. So far we have $1,200,
and 48-50 people licensed. Unfortunately, the
people who wrote the bill forgot to put in those
words'which appropriate the money, so we haven't been
able to draw any money from that fund. We have
secured, from the Governor, enough money to pay
for a clerk, and have been confining our activities
to issuing licenses. Now the people who have
licenses are complaining that some other drillers
do not have them. They say it is our duty to go
out and correct this situation.

If anybody complains send them to me. If there is
evidence we ,viII get in touch with the appropriate
District Attorney. We will be glad to contact the
appropriate D. A. and explain to him what it is
all about.

C~ you estimate the percent of the well drillers
who have licenses?

Between 20 and 25%.
