<br />of the Upper Colorado River Compact by enlarging <br />the staff of the Commission and giving the com~ <br />mission additional assistance through the Engi~ <br />neering and Legal Committees of the Commission. <br /> <br />I <br /> <br />The above are but two examples of the con- <br />tinuing leadership being offered by Colorado in <br />the field of water development and conservation. <br />This is brought about, in my opinion, by the <br />willingness oi the Director and the Acting Direc- <br />tor to assume leadership when the other states <br />appear to be willing to drift apart. <br /> <br />I don't know whether this is the place to <br />say this or not but I'm going to say it anyway. <br />I have noticed several times in the last two or <br />three years, 1 don't know Whether it's a willing- <br />ness, or an inclination, on the part of the other <br />Upper Basin states to move independently on mat- <br />ters which I think are of importance to the Upper <br />Basin states alone. I am in thorough accord with, <br />and I am sure Governor Johnson believes, that the <br />Upper ColoradO River commission is the organiza- <br />tion through which these things should be chan- <br />neled. I may have some questions from a legal <br />point of view as to what the authority of the <br />commission is as set up by the Upper Colorado <br />River Compact but I still feel that the Commis- <br />sion, being the one agency that represents all <br />four states,. is.the agency that should speak for <br />four states on Upper Colorado River matters and <br />that they should do so as the uniform voice. <br /> <br />I <br /> <br />Time and again it has been either Mr. Sparks <br />or Mr.. Kuiper or both who have more or less <br />grabbed one of the other states by the ear and <br />said this is a matter for the commission to speak <br />on and the four states to speak on and not for <br />each state to go off on a separate path and, I <br />think, although certainly there are some diver~ <br />gences of opinion between the four Upper Basin <br />states, that in these matters the approach should <br />be a uniform one and it should be done jointly <br />because when we do it individually we just dilute <br />and \'leaken the effect of any action we take. And <br />this is the time more than ever before, I think~ <br />when we ought to act together. <br />
