went out and ran some indirect measurements on
Tollgate Creek, Sand Creek and also on Harvard
Gulch and McIntire Gulch too. Apparently Har-
vard Gulch was the only one we documented, partly
because of the newspaper reports of the serious
flooding that was developing out there, so we
would have some information on it. We will have
some stuff on that and your office probably
would be interested in that."

and I'd like to combine that with the Acting
Director's Report to some extent on the Arizona
vs. California Supreme Court decision. Ray."

"Immediately following the last meeting of
the Board, the Committee of 14 concerned with
the Nexican salinity problem met in Salt Lake
City where all of the states, with some quali-
fication by Arizona, agreed on a report which
was forwarded by Governor Love on behalf of the
State of Colorado to the President. This report
followed substantially the report which Mr.
Kuiper made to you at the last Board meeting.

On May 29th, in company with Mr. Kuiper and
Mr. Sparks and ~k. Hamburg and Governor Johnson, 1-,
I met in the Governor's office with Governor Love,
and the Governors of Wyoming, Utah and New
Mexico and their advisors. At that meeting the
Governors agreed on a united approach toward
appropriations for projects in the Upper Basin
for 1964-65. The Governors were also agreed
on the necessity for strengthening the machinery
