Ray." <br /> <br />"Immediately following the last meeting of <br />the Board, the Committee of 14 concerned with <br />the Nexican salinity problem met in Salt Lake <br />City where all of the states, with some quali- <br />fication by Arizona, agreed on a report which <br />was forwarded by Governor Love on behalf of the <br />State of Colorado to the President. This report <br />followed substantially the report which Mr. <br />Kuiper made to you at the last Board meeting. <br /> <br />On May 29th, in company with Mr. Kuiper and <br />Mr. Sparks and ~k. Hamburg and Governor Johnson, 1-, <br />I met in the Governor's office with Governor Love, <br />and the Governors of Wyoming, Utah and New <br />Mexico and their advisors. At that meeting the <br />Governors agreed on a united approach toward <br />appropriations for projects in the Upper Basin <br />for 1964-65. The Governors were also agreed <br />on the necessity for strengthening the machinery <br />
