I

We are planning the Curecanti which
I think you are vitally interested in.
In our original plan we were not in a
position to say that the project was feasi-
ble. We have had to carry on more studies
as we are required by the terms of the law
to report back to Congress when we have
established the feasibility of the Cure-
canti Project. This Board was notified by
Mr. Larson that it looked as though it
might be 1959 before we could get that re-
port completed. The reason for that was
because our preliminary estimates on the
original plan seemed to be very high and
we are exploring the possibility of reduc-
ing them, possibly through some different
type of dams and different locations of
those dams.

At a meeting this morning with our
staff at the Federal Center here and with
the Region office engineers, I insisted
that they do everything possible to expedite
those studies. We are hoping to beat that
time set for the Curecanti report materially
but until we get further along we will not
be in a position to say when that report
can come out. .

I

The other projects, of courSe, are
being given priority and I suppose you are
all aware of the processes we have to go
through to get a feasibility report on
these projects, particularly a land classi-
fication report which, by executive order,
must also be concurred in by a Department
of Agriculture report and then the project
must show financial feasibility and it
must come within the pay-out period set by
the Upper Colorado River law. This budget-
ary limitation is a very serious one as far
as we are concerned. We have been getting
appropriations pretty much to meet our
needs but we have had to delay some projects.
We have had to postpone some investigative
work to come within the budgetary limita-
tions as set down by the Bureau of the Budget
