They will understand the obli- <br />gation to do so. <br /> <br />I suggested that perhaps the way I <br />to go about this is to call a water <br />congress in this state and find out what <br />the people in this state want in the <br />way of a water policy. It is a very <br />difficult thing to ask Congress for <br />funds or authorization of projects <br />without having a unified policy in <br />this State to back up our requests. <br /> <br />An example of this is the Frying- <br />pan-Arkansas. We agreed upon that pro- <br />ject in this State. We were not only <br />asking for authorization for it, we <br />were asking for money for it. We can't <br />develop a water policy in our own State <br />without giving some consideration to <br />the rest of the Basin States. We haven't <br />put up the money to get the projects we <br />need and want. <br /> <br />I would like to see the Water Board <br />call such a congress and sit down and <br />form a water policy for the State. We <br />must have unity and work in close liaison <br />with the Bureau. I will do everything I <br />can to see that this is done. I strongly <br />urge that this Board call a water con- <br />gress composed of all water agencies, <br />districts and interested parties from all <br />parts of the State to meet and make a de- <br />finite policy on water for the State and <br />then to present this policy to the people <br />of the State;: <br /> <br />"Thank you, Governor McNichols." <br /> <br />"I will not be able to attend the <br />meeting this afternoon ~o if there is <br />anybody who wishes to ask any questions, <br />I shall be glad to answer them now.
