The money made available to <br />Region 4 with the Boulder Canyon Act in- <br />cluded $500,000 for investigations in the <br />Colorado River basins, $500,000 available <br />to the four states of the Upper Basin. <br />The Barrett Bill provided the $500,000 be <br />divided equally among the four Upper Basin <br />states. Last year and this year, the <br />Boulder Canyon Act appropriation shall be <br />spent.equitably between the Lower and Upper <br />Basin states." <br /> <br />"Funds are spread out for investiga- <br />tion studies which are made based upon <br />recommendations by this Board. If there <br />are other reports to be made and the Board <br />wishes to go ahead with them, they will <br />have to so advise us. <br /> <br />Now as to the Curecanti, I think <br />everyone should understand the law requires <br />the Secretary to submit a feasibility re- <br />port. If the feasibility report of that <br />project had been established at the time <br />there would not be this delay. In our fur- <br />ther investigation recently made, the feasi- <br />bility of the plan we originally presented <br />is questionable - so questionable we felt <br />that other alternates had to be investigated <br />because it might be impossible to sell the <br />power at a figure which would help pay for <br />the project. We don't say that even by <br />spending more money we can come up with a <br />feasible project for the Curecanti. We <br />have got to look into every possibility so <br />that we can come up with a feasibility re- <br />port on the Curecanti.
