"We could accomplish our field work
in one summer if we had more money. We
don't have enough money this fiscal year
to complete all of the field work. Now
understand, I am not asking for money."

"If money were made available, would
you have the personnel?" :

"Yes, I presume so. You might refer
that question to Mr. Riter."

-"I would like to ask a question. Have
we had, Mr. Larson, an adequate staff work-
ing on the Curecanti, have we been devoting
as much time as possible to this study?"

"We have had an adequate staff for the
amount of money we are allowed to spend."

"If you needed more money it wasn't
asked for."

"At the time we asked for the money, we
were in trouble in finding a feasible unit.
We switched to earth dam construction and
the possibility of a two, three or four dam
site."

"I don't think anyone can quarrel with
the need to change engineering plans. I
have just heard that there is some plan to
pull back the engineering staff from the
field Reclamation office that was working
on this report."

"I personally ordered that staff out of
there and this is the reason. We think the
best use of the funds allotted would be-for
the Chief Engineer in Denver to work out
what is the best plan for Cure7anti."

"Is it possible to ask for more money
in the present budget?"

"I think not. Our budget for fiscal
'58 is made up in October of the year be-
fore. We are now making up our budget
that goes to Congress in February. At
