The 22 potential storage sites where screened based on operational effectiveness,
permitting challenges, and cost. The screening process resulted in the formulation of
three basic alternatives that can be evaluated as "stand alone" projects or combined. The
end result was the formulation of 6 alternatives, which are summarized below:
