M. <br /> <br />Afternoon Session - September 13, 1945 <br /> <br />The meeting reconvened and was called to order by temporary chairman, J. <br />M. Dille, at 2115 ~. M. <br /> <br />Mr. E. O. Larson, Director of Region 4, Bureau of Reclamation, was called <br />upon to present a report with respect to the status of investi~ations and <br />project development in the Colorado portion of his region. He explained that <br />reports had been prepared on the La Plata, the Florita and the Pine River <br />Extension and that btr. Hedderman, in charge of project investigation in the <br />San Juan basin, was now en~aged in getting revised reports in form to comply <br />with the preser:.t refjulaticns. It is his purpose, he said, to get these pro- <br />ject reports out as Quiokly as possible so that the subject projects could be <br />considere'" as a part of ~he im.':lediate postwar program. <br /> <br />Hr. Larson further reported that the report on the Paonia was ccmpleted <br />and would soon be officially sue-mitted to the State for its comments under tr.e <br />Flood Ccr:.trcl Act of 1944. He said that the ;jilt project was reported on in <br />1940 and was now beinv revised. A report was made in 1937 on the West Divide <br />project and it soon would be brou?",ht up to date; and that a report had been <br />nearly completed on the Collbran project near Grand Junction, Colorado, but <br />that the Bureau now had been invited to give consideration to added facilities <br />of the Collbran ,project for the purpose of providing municipal water for Grar.d <br />Junction and the surroundin~ area. MI. Larson further explained that, while <br />his office was working on these individual reports, there was other investi- <br />gational work which must be carried on in connection with proposed projects <br />for the exportation of water from the Colorado River Bas~n. y <br /> <br />-- <br /> <br />Mr. Nelson then reported on the Mancos project which is under construction <br />and discussed possible plans to continue the construction when conscientious <br />objector labor is removed, He also discussed the ,status of the Paonia project <br />which heretofore has been authorized, and mentioned the probable necessity of <br />obtaining a reauthorization because of the change in project plans and the <br />fact that under present costs of labor and materials, this project could not <br />be constructed within the original estimate. <br /> <br />There then ensued a long discussion of possible measures fer the pre- <br />servation and protection of the fish and wildlife in' connection with Reclamation <br />project development. This involved a number of projects, and Mr. C. N. Feast, <br />Director of the Colorado Game and Fish Commission, presented his views on <br />the subject. <br /> <br />:Mr. Royce J.
