Vivian, and Viae-Chairman <br />Chris 1f/allrich were both absent, the meeting was called to order by Director <br />Stone at 10130 A. M. <br /> <br />Director stone announced that Chris Wallrich was ouite ill and could not <br />attend the meeting; and that other business prevented Silmon Smith from being <br />present; that the position of Director of the State Planning Co~illUssion was <br />vacant, because of the resl~nation of Sl Roy Nelson, and for that reason there <br />would be no member of the Board from t;ne State Planning Commissi on; and tha t <br />L. W~rd Bannister wculd be absent because of a previous commitment he had in <br />Washington. The director stated that Mr. Bannister suggested that Glenn G. <br />Saunders of the Denver Water Board, appear in his behalf, and if there were <br />no objection on the part of the Beard, that Mr. Saunders sit at the table <br />with the members of the Board. There was no objection. <br /> <br />The director su,ge;ested that, since Governor John C. Vivian, Chairman of <br />the Board would be ~nable to be present at this meeting, the Board should <br />select a ternpo.rar:\r ahairman to act for the present meeting. <br /> <br />Thereupon it was moved by Miss Pointer and seconded by <br />Mr. Bailey that J. M. Dille act as temporary ohairman for this <br />meeting. <br /> <br />The rr..ction was unanimousl:? carried.. <br /> <br />The director sta.ted that the prinary purpose of the meetinf, was lo <br />consider the irrrrned::.ate post'sar prcgram of Vllater developI!'.ent ir. the State of <br />Cclorado.. He announced that in order to aid the Boa.rd in such workJ arrange- <br />ments had been made for the at~endan0e at this meeting of the Regional Di- <br />rectors, Bureau of Reclamation, of Re~ions 4, 5 and 7, and of Mr. Lohman of <br />the U. S. Geological Survey whe is in charge of the program for underground <br />water study in the State. <br /> <br />The Chairman called upon Wesley R. Nelson, Director of Region 5, Bureau <br />of Reolamation, who has charge of the Federal Reclamation program in the San <br />Luis Valley, Col orad o. l0".r. Ne ls on rr.ade a general statement and called upon <br />D. M. Forester, Se.n Luis Valley Project Engine er. Mr. Forester explained to <br />the Board the present stat'lS of the plans for the presently authorized San <br />Luis Valley project. He discussed, among other things, the study which is <br />being made of the so-called Closed Basin Drain, and the activities of the af- <br />fected water users, relative to t:-:te formation of water conservanc:,~ districts. <br /> <br />The question cf an agree~ent between the San Juan Basin and water users <br />in the San Luis VaJley, in oomplianoe with the policy of the Board with <br />respect to expcrtations cf' wat'3r from the Colorado River, was considered. <br /> <br />Mr. Nelson also reviewed the status of the investigation of the proposed <br />Ch~~a~San Juan diversion prcject which, if built, would export water from <br />the San Juan basin to the Middle Rio Grande in New Mexico. He pointed out <br />t2W.t this transr.1Ountain diversion project, while not a proposal to provide <br />benefits in Colorado, was c.f interest to tr~e State of Colorado, because, if <br /> <br />
