William McDonald, Director <br /> <br />SUBJECT: Agenda Item No. 3 - Review of Construction Fund Program, <br />Board Meeting, July 8, 1980 <br /> <br />Background <br /> <br />As directed by the Board at the May 7, 1980 meeting, the staff <br />has, within the constraints of available time, reviewed the Board's <br />criteria for selecting projects to be recommended to the legislature <br />for construction by the state with funds appropriated by "the Colorado <br />General Assembly. The criteria presently being used are well docu- <br />mented in the Guidelines which the staff prepared and which were <br />approved by the Board. These criteria include: <br /> <br />1. Local interest. <br /> <br />2. Cost of project, <br /> <br />3, Benefits of project. <br /> <br />4. Number of people benefiting or groups participating. <br /> <br />5, Impact on existing or authorized projects. <br /> <br />6. Need for project. <br /> <br />7. Financial capability of project sponsor. <br /> <br />8. Conformity with existing plans (regional plans, water quality <br />plans, land use plans, state water plans, etc.). <br /> <br />9. Type of project: <br /> <br />a. Municipal, industrial or rural domestic, <br />
