Section 37-60-119(2) Colorado Revised Statutes i973, provides <br />that the Board may enter into contracts for the use of water <br />and power facilities by and with any agency or political <br />subdivision of this state, with individuals, with corporations, <br />or with organizations composed of citizens of this state. <br /> <br />Within the last six months; we have received applications <br />from two individual families. One would involve the instal- <br />lation of a well to provide domestic water for a family <br />residence. The second wou1d involve a small storage reservoir <br />in North Park to provide supplemental water to about 3,200 <br />acres of presently irrigated land and about sac acres of new <br />land. Even though the proposed project would benefit a con- <br />siderable acreage of land, it nevertheless would benefit but <br />one individual family. <br /> <br />In all probability, we will receive additional applications <br />of this nature in the future. The staff would appreciate the <br />Board's guidance and/or policy on how to treat applications <br />from individuals or individual families. <br /> <br />2. Criteria for determining the terms of the Board's participation in <br />State projects. <br /> <br />A. Existing policy. <br /> <br />1. Limitation on state funds in anyone project. <br /> <br />Since available construction funds have been limited in <br />the past, it has been the Board's policy that the con- <br />struction fund be utilized to supplement those funds <br />which could be made available to the project sponsor <br />from other sources. Under this policy, priority was <br />given to the concept of joint ventures and cost sharing <br />by the project sponsors, the Board, and other state and <br />federal agencies. <br />
