reservoirs take preference over repairs to existing storage
facilities and if so, how ~hould this preference be expressed
(e.g., only so many dollar~ from the construction fund for
repairs and the balance re~erved for new reservoirs)?

B. Section 37-60-119(2) Colorado Revised Statutes i973, provides
that the Board may enter into contracts for the use of water
and power facilities by and with any agency or political
subdivision of this state, with individuals, with corporations,
or with organizations composed of citizens of this state.

Within the last six months; we have received applications
from two individual families. One would involve the instal-
lation of a well to provide domestic water for a family
residence. The second wou1d involve a small storage reservoir
in North Park to provide supplemental water to about 3,200
acres of presently irrigated land and about sac acres of new
land. Even though the proposed project would benefit a con-
siderable acreage of land, it nevertheless would benefit but
one individual family.

In all probability, we will receive additional applications
of this nature in the future. The staff would appreciate the
Board's guidance and/or policy on how to treat applications
from individuals or individual families.

2. Criteria for determining the terms of the Board's participation in
State projects.

A. Existing policy.

1. Limitation on state funds in anyone project.

Since available construction funds have been limited in
the past, it has been the Board's policy that the con-
struction fund be utilized to supplement those funds
which could be made available to the project sponsor
from other sources. Under this policy, priority was
given to the concept of joint ventures and cost sharing
by the project sponsors, the Board, and other state and
federal agencies.
