<br />1716 <br /> <br />money to be appropriated for a technical <br />study of the ground water situation. I'm <br />a great believer in that. <br /> <br />Some of the members of this Board will <br />remember that Dave Miller and I prepared a <br />resolution some years ago, before the present I <br />ground water law was passed, asking that a <br />study be made, a technical study on the <br />ground water situation in Colorado before any <br />legislation was passed. This resolution was <br />tabled and we passed a ground water bill <br />which is completely unworkable. <br /> <br />I'm familiar with the work that the com- <br />mittee did in years past on preparing a ground <br />water bill and I know for a fact that there was <br />very little technical knowledge used in pre- <br />paring the bill. All the argument on,prepar- <br />ing the bill was on the wording of the bill; <br />and most of the discussion went into the sur- <br />face water user ,versus the ground water user. <br />The bill finally came out of that committee <br />with priority system set upon irrigation wells, <br />which, to my way of thinking, was absolutely <br />wrong. <br /> <br />I think if some others were available <br />and some engineers were available to make a <br />complete study of the ground water situation <br />in all parts or Colorado, that a workable <br />ground water code could be developed. I think <br />there is definitely two parts. First we have <br />ground water that is used for irrigation and <br />in most places in this state it is used as a <br />supplementary irrigation. Then we have the <br />ground water that is used for domestic-purposes. <br />Now we've got the two all tied in together <br />in one law and in my way of thinking, they <br />shouldn't be tied together; in my way of ' <br />thinking the code which we need for the dom- <br />est ice supply should contain rules and regula- <br />tions as far as the sanitary requirements - <br />that certain sanitary requirements - be met. I <br />Your ground water that is used for irrigation, <br />there are certain things that should be <br />determined and one of them one of the im- ' <br />'portant ones,is how much effect the ground <br />water pumping has on the stream flow. I <br />don't think there is any question hut what <br />that can be determined 'with some engineers <br />and a little time and some money. <br />
