In other words, <br />there is a man who has a well where the gravel <br />is shown to run from the river to his well, is <br />he entitled to a surface right and a ground <br />water right also? These are things which have <br />had to be worked out in other states when they <br />reached that stage and I am sure that Colorado <br />will eventually have to face that same problem <br />and come up with some answers. <br /> <br />Thank you." <br /> <br />"Mr. Cuykendall I may have misunderstood <br />you but your resolution talks about a special <br />technical study task force to be created with <br />adequate financial support. As you know, we <br />did not contemplate when we went to the <br />Legislature, funds for this purpose from our <br />Board. I en- <br />visioned a substantial outlay of funds for these <br />particular specialists and envisioned their <br />acting before the special session this January. <br /> <br />Is that pretty much what you have in mind?" <br /> <br />"What our thinking was that this Board <br />should go to the Joint Committee on Appropria- <br />tions and ask for those funds.
