I'm not clear in my own <br />mind, and I agree with you, that if they do <br />have that power or can assume it, that we <br />should entertain it, but I am not clear from <br />anything ,that has been said today that we have <br />a firm understanding of what their rights may <br />be in terms of allocation of the Glen Canyon <br />power." <br /> <br />"Just who can make the allocation?" <br /> <br />"I think there are two steps to the same <br />problem..
