It has been in
existence since 1965 and operates a modest, state-based water research program funded,
cooperatively, by Congress, Colorado State University (CSU) and Colorado water
management organizations.

CWRRI is one of 54 water institutes that exist in each state and several territories
under Congressional authorization and funding. Each water institute is located on the
land-grant university campus, but serves 'water' faculty on all campuses of higher
education in the state or territory.

CWRRI consists of a half-time director, Prof. Robert Ward, and one full-time
staff member, Shirley Miller. The CWRRI office is located in Room E-102 of the
Engineering Building on the campus of Colorado State University. Students are
employed part-time to assist in the operation of CWRRI, often working to prepare
themselves for a career as a Colorado water manager.

CWRRI operates an annual, state-based water research program and a strong
technology transfer program, per the Federal legislation. In a 1999 national evaluation of
the institute program, CWRRI was recognized as one of the top four water institutes in
the nation.

CWRRI, under 1997 Colorado Legislation, utilizes an Advisory Committee for
Water Research Policy (ACWRP) to identify water research and education needs and to
select responsive projects to fund. The ACWRP consists of 11 members, per the attached
listing. CWRRI annually expends approximately $135,000 on water research - provided
by Congress (as administered by the U.S. Geological Survey) and Colorado State
University. In addition, Colorado water management organizations often match CWRRI
funding to enhance financial support for individual projects.

For FY 2003, the ACWRP authorized funding for the following four projects.
The following projects end February 29, 2004.

.

Evaluating Strategies to Mitigate Waterlogging and Salinization in
Colorado's Lower Arkansas River Valley, Phase 2.
